Upload patch v3 according to comments. There has been a unit test named as TestNamespaceAuditor#testRestoreSnapshotQuotaExceed,
the new patch checks the exception cause type and region count in this unit test. {{TestNamespaceAuditor}}
and {{TestRestoreFlushSnapshotFromClient}} passed locally. [~ashish singhi], could you please
have a look at v3? Thanks.
