Ya that is way to tell RS whether client is a version which can handle partial Results.. 
This is not same as Scan#setAllowPartialResult(true).   When user sets this on Scan, he says
he can digest partial results even. So client do not need to merge them.  This scan set value
is not needed at RS side. RS will return partial results if client version supports it.. 
The merge or no merge is based on this client set property.  Am I missing some thing?
