In case of WALCellCodec we were writing the Tags in WAL.  While reading back from WAL, we
were using KVCodec which will make a Cell instance which is actually reading back the Tag
bytes.   But the object we make is NoTagsKeyValue which says 0 as tagsLength.  From then onwards
all tags for this Cell is like lost.
In case of SecureWALCellCodec, we were even not writing tags to WAL.  This issue fixed all
these cases in WAL area.
