Updated patch. Moved the new API to IPCUtil. As said in the comment that was written in the
patch, now we don't create byte[] also. So we have a reduction from 7 objects to 3 objects
per setResponse. Also removed the unused import. Should be good for commit.

for the header and result. This internally creates a byte[], CodedOutputStream and a BB. Then
the totalSize is also wrapped in a BB.
