You are not missing something. It just changed. That might be why you are confused. Now when
a Cell is stamped into the MemStore, it has a sequenceid. This change came in with HBASE-12751
and then finished by HBASE-15158.

bq.  I prefer not to add the 4th interface and instead use composition for RegionServicesForStores.

You have a point. Do as you have it in your last patch [~eshcar]
