snapshot is not a good example, because you don't want to disable split/merge in that case.
you want the snapshot be aware of it. at the moment the current implementation is simple and
does not tolerate any kind of failure. 
but proc-v2 had since day1 as a goal to have snapshot fault tolerant, and we are able to do
that without having to disable split/merge.

but +1 on the argument "this is not hbck only"
