Hadoop QA for javadoc goes off an absolute number as opposed measuring a delta between before
and after patch (likely be cause javadoc gen takes a long time). If the number was too high
(e.g. there were "extra" javadoc warns to spare), new warnings could sneak in and not get

As a follow up we should probably report the number of javadoc warns allowed and detected
so we know to fix it with commits.

the move to Yetus should take care of this.
