bq.Patch should be for Increments only with big warning that bets are off if you mix Put and
Increment 
We would only need that for 1.1 and 1.0 based branches. Can we gate that behind something
the user can turn on or off? Conf, mutation attribute, or overload the durability for increment.
The perf win is big enough that I can see people on older versions really needing this. We
just should go for the least surprise of anyone who doesn't know about this jira.

For branch-1.2, branch-1, and master we can just hold the lock longer in doMiniBatchMutation
and then there's no need for read-uncommitted.
