Resolving this project as done for now.

It was about figuring the zombies and fixing the detector script. We've done that much (and
a bit more). We are now into a new area of stomping out flakies and hangers, a new domain.
I opened umbrella issues for each of these types and hung remaining tests there.

As part of this project, some tests were turned off. The reenabling project has been let float
free of this issue as a critical to do.

Otherwise, we're sort of done here.

Having to do multiple test runs in the hope that we can get a non-zombie-making build or making
(arbitrary) rulings that the zombies are 'not related' is a productivity sink. And so on...

Will hang sub-issues of this one. Am running builds back-to-back on little cluster to turn
out the monsters.
