Andrew Purtell commented on HBASE-14199:

bq. I'd like to find a way to fail the build with a meaningful message when a license is missing
so we don't slide so far again. Maybe use a property to determine if it's a failure condition
and the set it to true on Jenkins and in the release profile?

Sure, if I can figure out how to conditionally fail the build depending on a property from
within velocity we could do that. Will look into it. Otherwise I'd like to consider the patch
I've applied on the issue because the AOBE will have people assuming Maven or velocity is
broken. My first reaction was to consider looking for more recent released versions of the
build plugins.
