You can see the call to cacheConf.shouldCacheBlockOnRead(expectedBlockType.getCategory())
checks wrt whether the read request says the block to be cached after this read.  It is not
telling abt the CF level setting of whether data to be cached at all or not.   We have to
make that info available here in HFileReader.  And when we read the index or meta blocks we
have to consult BC.(which u do already)
