The rowRangeSize is in the logging at the start with:

And then at PE completion:

in 92ms at offset 0 for 10 rows from a range of 100 rows (0.11 MB/s)

The line you highlighted
{noformat}
2015-08-14 07:24:27,013 INFO [TestClient-0] hbase.PerformanceEvaluation: Sampling 1 every
1 out of 10 total rows.
{noformat}
is logging for sample sizing versus number of reads so 10 total rows is apt to display.

If you want rowRangeSize to be more prominent in the logging I can append it to that line.
