So where are we with this?

To answer your question above [~stack], in the subtask I just put the part of the optimization
back, namely if all involved HFiles have a max timestamp of 0, then there is no need to write
the timestamp into the new HFile (as all would be 0 anyway).
(previously it did that if all timestamp are older than the oldest running scanner, but as
discussed here, we can't do that any long)

So how do we proceed with this one?
