Ted Yu commented on HBASE-13964:

It seems metadata associated with split / merge requests would allow server side to distinguish
between the ones initiated by normalizer vs. the ones triggered through other means.
As long as the net effect of splitting / merging initiated by normalizer doesn't increase
the number of regions, normalization should be allowed when namespace quota is in effect.
