-> Updated doc with the recent callBack approach discussed. Different options were tried
out before finalizing this.
-> Explains the need for Cachetype and MemType based enums while doing the ref counting.

-> No change in the cellBlock creation and the RpcServer layer except that the callback
is executed after the cellblock creation so that the scan/gets are either partiallyClosed
or fully closed based on the type of the callback getting executed.
