I tried reproducing the following scenario using 0.98.13-SNAPSHOT:

# Start all-localhost cluster (./bin/hbase master start) with security coprocessors installed
# Launch a shell
# Use the shell to add a bogus replication peer
# Use the shell to add and list visibility labels
# Remove the bogus replication peer

The new labels were added successfully. If the TestShell problem manifested in a cluster,
step 4 would reveal it.

The test problem looks like unexpected connection/tracker sharing in the minicluster that
doesn't happen of course when a separate shell is launched to manage a cluster, worth looking
into, but there is not a replication issue to follow up on.
