Rehashes IntegrationTestSendTraceRequests:

* Moves it from hbase-it and into hbase-server as a more normal test (use the normal TestingUtil)
* Uses LocalFileSpanRecevier instead of POJOSpanReceiver as the latter was having a hard time
running (memory pressure, I believe)
* General code cleanup and more comments.
