[~anoop.hbase] very true. So is there any alternative? I don't like having an extra RPC for
every region as this patch does.

Also ran the test suite over night; fails here:

Failed tests: 
  TestRegionServerMetrics.testRequestCount:163 Metrics Counters should be equal expected:<111>
but was:<112>

Will fix later.
