Linking HBASE-13303 here as a reminder that commit should be reverted once this issue has
a more comprehensive fix ready.
Edit: But to be clear, we'd need for that fix to include logic on the server side that works
safely with older clients, or we can't revert it. (We'd risk skipping data with older clients
if cells on the server carry tags.)
