I'd be +1 the revert. I don't think that adding more to meta is always great. I'm unsure that
all clients will act well with keeping the table state in meta.
AsyncHBase being one that will almost certainly be different.

I just don't see a way that's rolling upgradable and doesn't break the compatibility story
we're trying to tell for 1.X.
