Yes. Consensus was it was a bad idea. That said, their setup costs so especially in stuff
like tests, reuse if possible.

On your aggressive cleanup, that sounds right to me. I am unclear on what #3 would mean so
+1 on #1 and #2 but need more on #3.

Good on you [~mantonov] Make subtasks off this issue and piecemeal it if that is easier to
do?
