I thought of one minor issue with the current patch: it blindly passes the user param to the
HDFS storage policy. On the plus side, this means hbase users could use additional modes as
they become available. On the downside, we have two constants that don't actually get used
and we provide less information for small misconfigurations than we could otherwise.

I'm still +1 because this is a good start. But maybe something to be considered in the parent
issue as a general issue with how we interact with the HDFS feature?
