DefaultWALProvider is marked @InterfaceAudience.Private
I looked at other classes under hbase-server/src/main/java/org/apache/hadoop/hbase/wal, such
as WALFactory.java - they're marked as Private as well.

Maybe put the constants in FSHLog.java ?

w.r.t. reflection code, how about adding a method in WALUtil class ?
