This issue might be a user uses hbase tmp folder as Import tool temporary output folder while
HBase will try to recreate(delete and then create) tmp folder during starts. Therefore it
cause HMaster can't start.

[~saint.ack@gmail.com] Do u think any error from checkTempDir inside HMaster#createInitialFileSystemLayout
is fatal? If it's fatal then we don't need do any thing for the JIRA otherwise we catch the
error/log it and move on.
