Matteo Bertozzi updated HBASE-12054:

attached a patch for branch-1, apparently the TestNamespaceUpgrade is gone in master.
Added a unit test to cover the upgrade with a "data" table.
removed the reserved names, and reused the filters that we have to lookup the table/region
namespace in some places
