Yes, those interfaces are ClusterConnection only which is hbase-private. 
bq. This issue has been enlightening. This stuff needs fix up. Its is becoming plain that
supporting notions of 'table' in client and regionserver cost and we should let go as much
as we can. A bounce to master to check if table is disabled for each NSRE is untenable –
master can't be in read/write path
Agreed. The natural place to do this is meta or some other table. I was not very involved
with HBASE-7767. I though we would instead do a "tables" table and keep the HTD + Table state
there. This would have solved the problem of client lookups. 
Let me commit this, and continue discussion at HBASE-12035.
