How about a simpler fix that doesn't use a while loop. Something like

        if (masterServerName.equals(dest)) {
+          if (!keyIt.hasNext()) {
+             keyIt = clusterMap.keySet().iterator();
+          }
          dest = keyIt.next();
        }
{noformat}
