I broke them up by package. However, where I split them is not arbitrary. Part of the categorization
is setup  so that no portion of the build takes longer than an hour or so on travis. However,
applying them to every category is trivial because hbase-server is the only module which takes
more than a trivial amount of time to run. 

If we can get mapreduce to run faster, combining them should be easy.
