Added HFileOutputFormat2  by deprecating HFileOutputFormat. When we deprecate some class/API
we can make sure those are not used within other parts of core code. (which we are not doing
always) This is a general observation.

the the metadata BULKLOAD_TIME_KEY is added to the HFile.  If not this file will not be considered
