RegionStates can have it's own set of listeners (but with care, due of locking in RegionsStates,
suppose here threadpool can be used).
And AM, in turn, can register for changes in RegionStates and invoke it's own listeners.
Looks a bit complicated, but RS listeners can be triggered on any state changes, not only
for open/close.

What do you think about such design?
