Sure. 

Presume the master will handle this. 

Then, the master will be able to discover there is now a running regionserver on the exclusion
list. It should reassign the regions in response, taking care of your questions #1 and #2.
For #1, no there is no need to disable the balancer, the master won't allow region move plans
to an excluded rergionserver. #2, automatic reassignment of regions found on an excluded regionserver
will affect a drain.
