Yes but not fully because the validation is still getting used in checking if the visibility
expression without quotes has valid characters as specified in the VisibilityLabelsValidator.
 
If you see the description of HBASE-10883 it is mainly to disallow usage of &,!,| type
of characters so that users should not use them. So by removing that check we are ensuring
that user can use them now.  But in authorizations there are no expressions and only string
literals.
