Jean-Marc Spaggiari resolved HBASE-11614.

    Resolution: Not a Problem

Ok. This is already fixed in trunk HMaster.sanityCheckTableDescriptor is not there in 0.98.
That's why I have been able to create a table with 0 as the MAX_FILESIZE. We can re-open a
JIRA if we want this to be backported.
