w.r.t. whether TransasctionTable allows operations without associating transaction, a boolean
parameter, named nonTransactionalAllowed e.g., can be passed to TransasctionTable ctor.
If the value of nonTransactionalAllowed is true, user can call HTable methods without specifying
transaction.
