[~jeffreyz], yes, it needs meta/master colocation. This patch makes sure only master updates
the meta.
[~toffer], I also set hbase.bulk.assignment.waittillallassigned to true since I'd like to
get the assignment time only. I didn't change forceSync. So the default value should be used.
The reason we need HBASE-10569 is that the patch talks to the meta region directly in persisting
region state changes. If meta is on a different server, the performance shouldn't be the same.
The new deployment is used in my testing. But the original deployment is still supported,
with some performance hurt of course.
