I made an incorrect assumption about the disconnected state of a NullSpan instance. This patch
corrects the assertions. I've run HLogPerfEval with {{-ea}, with and without tracing enabled,
runs fine both ways now. Also ran through smallTests locally, all pass.
                                                                                         
                                                                                         
                      
I went into parameterizing TestHLogMethods to run with and without a SpanReceiver installed,
but the test also passed with patch v1 applied. Aborting that effort for now.
