I put up a comment that the patch passed on the precommit build, but have just removed it
because in fact, no it did not. Further down the log is the same compilation issue Ted found.
Let's refresh the patch. 

What is odd is that precommit ran tests afterward. Precommit tests don't clean the workspace!

of this component the same way we do coprocessors, installed with explicit priority with ties
broken by a counter, where those implementations installed later in the chain have an opportunity
to modify the pending effective label set.
