We should fix this so we are not using a RPC codec for handling a WAL. That is surprising
and wrong. 

bq. We can set the Codec, to be used by WAL, using hbase.regionserver.wal.codec
Phoenix is having custom WALCellCodec implementation for index.(WALEditCodec it is as we have
that name in 0.94) For the distributed log replay from one RS to another RS, the same custom
WALCellCodec should get used
