This is similar to HBASE-10339, where we deprecated the API Mutation.setWriteToWAL() in 0.96
and removed it in 0.98. 
Although 0.94.7+ contains the Durability API which replaces this, for Pig and other tools
to be able to compile with 0.94.7- and 0.98 without shims / reflection, the safest way is
to add the API back to 0.98 in deprecated mode. 

[~daijy] says that it may still be important to be able to compile with 0.94.7-, which I kind
of agree.
