Ok, nevermind. I did not release that this change only applies to CM being run from the command
line. In trunk, with the CM refactor, we no longer have that ability (we should fix that).

+1 to the patch.

hard coded to EVERY_MINUTE_RANDOM_ACTION_POLICY. I have made this policy the default, but
now if you supply a policy as an option on the command line, it will work.
