On HBASE-6873, this was mentioned as a possibly useful remediation option for problems with
user tables affecting cluster stability.

> Introduce a boolean configuration option, false by default, that if set to 'true' will
cause the master to set all user tables to disabled state at startup. From there, individual
tables can be onlined as normal. Add a new admin method HBA#enableAll for convenience, also
a new HBA#disableAll for symmetry. Add shell support for sending those new admin commands.
