[~ram_krish], [~anoop.hbase] Do you guys want to take this? Let's just document that [0,31]
is our reserved tag value range so a user should not use them otherwise they may collide with
future Hbase implementations. I can't think a good way to enforce this by code.

We'll have a hard time when introducing a new system tag type in the future because the new
tag type may collide with an existing user tag type as tag is open to users as well.
