For user tags, we have no control. 
For system tags, it's theoretically possible that we can use tag types in non-sequential mode.
Since we declare all system tag types in one place, I don't think people will normally do
that.

We'll have a hard time when introducing a new system tag type in the future because the new
tag type may collide with an existing user tag type as tag is open to users as well.
