Yes [~lhofhansl] , but only several test scenarios so I unscheduled it. For example upon restart
I might like to drop a table and re-clone from snapshot without any of its regions being deployed
first. Makes for repeatable results.

cause the master to set all user tables to disabled state at startup. From there, individual
tables can be onlined as normal. Add a new admin method HBA#enableAll for convenience, also
