bq.  Our problem is not state being in ZK; it is that the state is in multiple places in ZK
itself for different parts of the same region's state, plus some state in master to reconcile
these, plus some state that is not in ZK but only in master, plus also meta.

Master is the Actor.  Having it go across a network to get/set the 'state' in a service that
is non-transactional wasn't our smartest move.

Regionservers currently report state via ZK.  Master reads it from ZK.  Would be better if
RS just reported directly to RS.
