I would like to resurrect this issue (and rename it). It seems that every fix to assignmentmanager
introduces 1-3 more maps or lists around it, makes it even more impossible to comprehend and
may add more bugs.

We have talked a little bit here, and agreed on 2 key points.
1) Region state should be managed in one permanent place with one state machine; no separate
and/or transient state machines, no operation-based state machines.
2) New assignment manager should be easily testable by simulating sequences in events.
I think my doc above is still reasonably good approximation, but of course we might need to
discuss flesh out the details.

Ahem. I said new assignment manager, that is because I would like to rename this jira "rewrite
assignment manager".
