Hack fix.

Asks before test runs what counters are and uses this as basis rather than zero.  My guess
is that the test that runs before the metrics one is upping the counters.  Usually they are
clear when second test runs.  Sometimes not (upon on apache).

This is workaround to get tests passing again while we dig in on this one.
