It seems this fails very rarely (I've tested it for 50+ times and observe no failure). I added
sleep(1000) to answer and got the similar failure.

There is a racing condition in this test:
verify..timeout(1000) does wait until answer() is called, but it does not guarantee that handlersThreads.put
is executed at the time verify..timeout returns. So I think we need some synchronization here.
Changing the timeout value may not help.
