There's at least 10 different ways to check if a table exists, all used in the client. For
example, HCM.getHTableDescriptor will throw a TableNotFoundException for you. Or, in the registry,
if the znode is missing in ZK then it probably means the table doesn't exist.

Anyways, I was trying to get us to a more streamlined way of doing it but you're doing the
work so if you prefer sticking to scanning .META. via the CT then +1
