sure. I was mainly hijacking the jira :-)

bq. The Delay stuff is unused I think. It was an experiment. Maybe I'll look at that next
and purge it if I can.
It's my impression as well (the code is HBASE-3899). The idea seems very good, but if it's
not used the ratio complexity vs. usefulness can't be good.
